Mission of AEBR Secretary General Martín Guillermo Ramírez to Poland and Ukraine:

From 25 to 27 January, AEBR Secretary General Martín Guillermo Ramírez visited several institutions in Poland and Ukraine.

First meetings took place on 25 January in Warsaw, where he met Leszek Buller, Director of Center of European projects, and Pawel Slowikowski, Head of Joint Technical Secretariat of CBC Programme Poland – Belarus – Ukraine 2014-2020 and his deputies Tomasz Jędrzejewski and Andrzej Slodki. In the afternoon, he gave a lecture to the students of Uniwersytet Marii Curie-Skłodowskiej w Lublinie.

On January 26, he had a meeting with Galina Grabarczuk, Director of Stowarzyszenie Samorządów Euroregionu Bug (Euroregion Bug Local Governments Association)  in Chelm, Poland. Afterwards he also met Irina Itani, Director of Development Agency of Euroregion Bug in Lutsk, Ukraine. The meetings focused on how cooperation could be increased with support of AEBR. Euroregion Bug has been a member of the AEBR network since 1996, more information about this euroregion can be found at http://www.euroregionbug.pl/

Later on that day, Mr. Guillermo gave a lecture for students in Lesya Ukrainka East European National University. Afterwards, he met representatives of Volyn Regional Council to present current programs and projects and to discuss about perspectives of cooperation.

On January 27, Mr. Guillermo had an interesting discussion with Mr Oleksandr Pyrozhik, First Deputy of Volyn Region Council. In Mychlyn, he met Ms Irina Itani, author of the project and Director of "Development Agency of Euroregion Bug" and visited the Project "Improving cross-border cooperation abilities at the local level and creating Polish - Ukrainian cooperation networks on the cultural field through renovation and rebuilding school for the common room in Hrebenne village, Municipality Hordło and rebuilding the club to a cultural center in Mychlyn village" (total budget – 902 757,13 €) in the ENPI CBC Programme Poland-Belarus-Ukraine 2007-2013

This project increased the opportunities for institutional cooperation of authorities responsible for managing specific areas such as culture and cultural heritage. Before the project, it appeared advisable to look at the issue of underdevelopment of social infrastructure, particularly the access to public cultural infrastructure within two partner communities in the area of Polish-Ukrainian border —Horodlo and Mychlyn Village Council. Before the project, on Ukrainian side similar as on Polish side, there was a lack of facilities fully adapted to act as a cultural centre. Realization of the project was determined for the lack of cultural infrastructure and good technical background in the municipality of Horodło and Mychlyn Village Council. All the above generated a problem of inability to stimulate the development of an institutional network of cross-border cooperation in the field of culture between the municipality Horodło and Mychlyn Village Council.

The expected results of the project was reached: rebuilding and equipping with modern equipment and furniture common room in the school building in Hrebenne, Municipality of Horodło, modernization and equipping with modern equipment and furniture club for the cultural aims in Mychlyn village in Ukraine, organizing of joint events to raise awareness of common cultural heritage of the area of Polish-Ukrainian border, organizing of joint integration tours for children and adolescents, organizing of conference inaugurating the Polish-Ukrainian project in Poland, organizing of the summarizing Polish-Ukrainian conference.

The last official meeting of this tour took place in Ugryniv, where Mr. Guillermo met Andrii Turak, Head of Standing Commission on budget, finance and pricing policy in Volyn Regional Council
