The input of the European Commission to Cross-Border Cooperation (CBC) through the Directorate General of Regional and Urban Policy (DG Regio) incorporates a growing number of territorial elements into the strategic association of the EU with Latin America. Local and regional authorities play a growing role, while national governments have incorporated CBC in their agendas. From the conclusions and recommendations of the study “CBC in Latin America: contribution to the regional integration process” promoted the European Commission (DG Regio) in 2010 with the support of the European Parliament, a road map was proposed which included as main elements the generation of political will and systematic training of local actors. The actions implemented by different players at local, regional and national level, as well as supranational processes in Latin America (MERCOSUR, Andean Community, UNASUR), and some territorial cooperation structures have been followed. 

The projects “EU-Latin America collaboration on Cross-Border Cooperation (CBC) in the Framework of Regional Policy” (contracts with reference2011.CE.16.0.AT.044 and 2012.CE.160.AT.0.35) had as main tasks the organization of information sessions in Europe and workshops on the ground for Latin American experts and politicians involved in CBC (click here for a map of all areas involved in the information sessions and workshops). 


TASKS IMPLEMENTED IN THE SCOPE OF CONTRACT 2011.CE.16.0.AT.044 :

  • Information Session I (14-29/04/2012): Experts and Politiciants from the Latin American Border Regions Chile-Argentina and Chile-Peru-Bolivia visited the German-Dutch-Belgian and German-Austrian-Czech cross-border regions (-> Report in English - soon available / Report in Spanish, with presentations for download)
  • Information Session II (30/04/2012-14/05/2012): Experts and politicians from the Latin American Border Regions Brasil-Argentina-Paraguay and Brasil-Uruguay visited the Spanish-Portuguese and Spanish-French cross-border regions (-> Report in English - soon available / Report in Spanishwith presentations for download)
  • The tasks on the ground concentrated on the study of northern Chilean borders (Chile-Perú and Chile-Perú-Bolivia) for the first series of workshops, implemented between the 4th and 20th June 2012 in the Chilean cities of Iquique (Region of Tarapacá) and Arica (Region of Arica & Parinacota) (WS-1a and WS-1b). The Triple Border Argentina-Brazil-Paraguay and the Brazilian-Uruguayan hosted the second series, which took place in Foz do Iguaçu (State of Paraná, Brazil) (WS-2a) and Montevideo (Uruguay) (WS-2b). 


TASKS IMPLEMENTED IN THE SCOPE OF CONTRACT 2012.CE.16.0.AT.0.35:

  • Information Session III (19/04/2013-04/05/2013): Experts and politicians from the Latin American Border Regions Peru-Bolivia, Peru-Ecuador, Peru-Colombia and Ecuador-Colombia visited the following European border regions: Euroregion Meuse-Rhine (Belgium-Germany-The Netherlands), Grande Région (Belgium-Germany-France-Luxemburg), Eurodistrict Sarre-Moselle (Germany-France), Region of Alsace (France), Brussels, Euroregion Scheldemond (Belgium-The Netherlands), European Grouping for Territorial Cooperation  (EGTC) Lille-Kortrijk-Tournai (Belgium-France), Paris, and Euroregion Galicia-Norte (Spain-Portugal) -> Report in Englishwith presentations for download /Report in Spanish (soon available)
  • Information Session IV (20/05/2013-06/06/2013): Experts and politicians from the Latin American Border Regions Ecuador-Colombia, Amazon Triple Border Area (Brazil-Colombia-Peru), Peru-Brazis and Federal Government of Brasil visited the following European Border Regions: País Vasco (ES), Aquitaine (FR), Cataluña (ES), Languedoc-Roussilon (FR), Berlin, Brandenburg (DE), Western Pomerania(PL), Euroregion Pro Europa Viadrina (DE-PL), Free State of Saxony (DE), Brussels. -> Report in Englishwith presentations for download / Report in Spanishwith presentations for download.
  • The tasks on the ground concentrated on the study of the borders Perú-Bolivia and a third series of workshops implemented between the 11th and 13th September 2013 in the Puno and Lima (WS-3a and WS-3b). The fourth series took place from 10 to 12 April 2014 in Tulcán (WS-4a, border Ecuador-Colombia) and on 17 September 2013 in Leticia y Tabatinga (WS-4b1 / WS-4b2), border Colombia-Brasil). 


Furthermore, several side events have been organized in addition to the project workshops in the framework of these projects in Latin America:
