As a consequence of new provisions related to subsidiarity recently introduced in the EU Treaties, the CoR has reinforced activities of the Subsidiarity Monitoring Network (SMN) towards regions endowed with legislative powers. It has in particular developed REGPEX, a regional exchange database which enables regional parliaments and governments to share their positions on compliance of EU initiatives with the subsidiarity principle, which was launched in Frebruary 2012 on the SMN website (

Through REGPEX, sub-national assemblies may upload and share their subsidiarity opinions. When this happens in the context of coordinated exercises ("Early Warning System –EWS- files"), the CoR provides a translation in English and summarises contributions in a report which is forwarded to the CoR rapporteur in charge of preparing the relevant opinion. Such an EWS file was launched as a test in 2012 on the new directives on public procurement.

With a view to getting feed-back from users in order to improve the facility and to stimulate participation from regional parliaments, the CoR is organising a meeting with REGPEX users on 12 December 2012 from 10 a.m. to 12.30 p.m. at the CoR premises in Brussels, room JDE 70.

This meeting, which is open to representatives of regional parliaments and governments involved in subsidiarity monitoring, will also be an opportunity to identify some priority initiatives from the EC work programme 2013 for coordinated monitoring exercises in 2013. Discussions will rely on the priorities recently selected by the CoR Subsidiarity Steering Group upon the proposals of the Subsidiarity Expert Group, in view of the adoption by the CoR Bureau of the Subsidiarity Work Programme on 30 January 2012. Also on the agenda is the possibility to set up a system of "REGPEX correspondents" inspired by the "IPEX correspondents".
