The Committee of the Regions is drafting an opinion on the attached Commission Proposal for a Regulation of the European Parliament and of the Council on "Enhancing and Focusing International cooperation in Research and Innovation", COM (2012) 497 final.

The Communication discusses how the global picture in Research and Innovation is changing and how Europe is positioned within the international context, underlining the need for a more strategic approach to international cooperation. The document explains how international cooperation in Research and innovation has been developed in recent years under FP7 (Science and Technology Agreements in synergy with EU external instruments) and in the context of the Strategic Forum on International cooperation (SFIC).

A number of elements in the communication have a high regional relevance. In this context, the CoR opinion will have two main focus areas:

· Addressing fundamental policy questions related to the role of regional and local actors in international RDI cooperation,
· Proposing concrete recommendations on issues affecting local and regional actors.

These issues include, but are not limited to: science diplomacy, specialization, research infrastructure, international dimension of the ERA, regions and global challenges.

The Rapporteur on the opinion, Mr. Paolo Valentini Puccitelli (It/EPP), Member of the EDUC Commission of the CoR and Councillor of the Lombardia Region, together with his expert Ms Valentina PINNA would be happy to meet for a consultation and an exchange of views on his opinion with representatives of local and regional associations, European networks, national/regional research and innovation agencies, in addition to other stakeholders.

The Rapporteur would be very keen to hear your views during the meeting: after a short introduction, stakeholders are invited to present their positions.

The consultation will focus on the points and questions raised in the attached working document that will be available in all official languages on the CoR website. The document will address the following issues which should serve as a starting point for the debate or for your contributions:
· Role of EU regions in the elaboration and implementation of roadmaps and common framework for international research, development and innovation (RDI) collaboration;
· Opportunities and threats faced by EU regions in RDI international collaboration;
· Regions’ engagement and benefit from international RDI collaboration
· International RDI collaboration related to Smart Specialization;
