22/04/2013 – Clean power for transport package – Invitation to a stakeholder consultation by Rapporteur Ms Saima KALEV (EE/EA - COTER)

The Committee of the Regions is drafting an opinion based on the attached Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions “Clean Power for Transport: A European alternative fuels strategy” COM (2013)17 and Proposal for a directive of the European Parliament and of the Council on the deployment of alternative fuels infrastructure COM (2013)18. These documents can also be found on the CoR website.
The Clean Power for Transport Package has three goals: to overcome transport dependency on oil, introduce alternative fuels in order to lower greenhouse gases (GHG) emissions, and to kick start the market for alternative fuels in the EU. The Commission proposes in its draft law to set out national policy frameworks based on a mix of alternative fuels, to establish a minimum alternative fuel infrastructure for each Member State, and to implement common technical specifications for this infrastructure EU-wide. In its comments on the strategy, the Commission refers to current problems with alternative fuels which remind a vicious circle.
The rapporteur's aim is to contribute to the drawing-up of an effective directive to escape from this vicious circle and put in place better conditions for achieving the important new objectives. She also looks into the question how local and regional authorities could encourage the alternative energy use while, at the same time, keeping affordable energy and transport prices for consumers.
The rapporteur on the Opinion, Saima KALEV (EE/EA), Member of Jõgeva Rural Municipality Council, together with her expert, would be happy to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on this opinion.
