Europe 2020 was launched in 2010 as Europe's strategy for smart, sustainable and inclusive growth. Three years after, against the backdrop of a prolonged economic stagnation, those growth objectives are only more necessary. Poverty, in particular, is increasing across the EU. If Europe 2020 is not delivering up to its promises, it is not only because of the crisis. Indeed, the strategy needs an overall rethinking of its objectives, its funding channels and its overall governance, which lacks a territorial dimension.

Based on its assessment of all Flagship Initiatives, the Committee of the Regions will contribute to the mid-term review of Europe 2020, announced by the European Council, due in 2015.
