The Committee of the Regions (CoR) is drafting an own-initiative opinion on "The future EU policies in Justice and Home Affairs". Communications on these topics are expected to be published by the European Commission at the end of February 2014.
The Stockholm Programme, which has underpinned the development of policies in the fields of justice and home affairs since 2010, expires at the end of 2014. Discussions have started on what will follow. Based on input from the European Commission, the European Council is set to adopt strategic guidelines on the development of these policies, probably during the summer.
The CoR own initiative opinion will put forward the main policy elements and expectations regarding the role of local and regional authorities to be taken into consideration by the EU institutions in the development of these policies over the course of the next legislature. The timing of the opinion also allows the CoR to react to the European Commission’s communications on the Future of the EU Justice Policies and the Agenda for Home Affairs and to provide input to the June European Council. The opinion will touch upon the different strands of these policy areas, but place emphasis on some crucial topics for LRA such as, migration, mobility, asylum, fight against organised crime (trafficking corruption), fundamental rights and EU citizenship etc.
The CIVEX Commission will have an exchange views in its meeting on the 10th of February 2014 on the basis of a working document. A first discussion and adoption of the draft opinion is expected at the CIVEX meeting of 7 April 2014, and the CoR will adopt its final opinion at the plenary session on 25 and 26 June 2014.

The work of the CoR will aim to highlight the multilevel approach to the design and implementation of policies in the areas of justice and home affairs, while also underlining the needs to enhance respect for, and protection, monitoring and promotion of, the fundamental rights of people residing in the EU and to ensure the respect of the Member States' international obligations.

The rapporteur on the opinion, Ms Lotta HÅKANSSON HARJU (SE/PES), Member of Järfälla Municipal Council, together with her expert, Ms Elisabeth ABIRI, would be happy to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on this opinion.
