On 17 May 2012, the Association of European Border Regions (AEBR) in cooperation with the host member Euroregion Polis-Kent "Ram Trakia" (Municipal Association of East West Thrace) organized a Forum on “Territorial Cooperation in an extended Europe: the role of local authorities” in Istanbul.

In the Opening Session, Mr Adem Dalgiç, Chairman of East-West Thracian Municipalities’ Union TRAKYAKENT, Mr Kolyo MILEV, Chairman of the Bulgarian Regional Municipalities Association of Thrace “RAM TRAKIA”, Mr Valentin LAZAROV, Chairman of the National Association of Municipal Clerks in Bulgaria, as well as Hayrettin GÜNGÖR, Secretary General of the Union of Municipalities of Turkey and Mr Martín Guillermo Ramírez, Secretary General of the AEBR addressed the participants (video of the opening).

In the First Session on Territorial Cooperation in an extended Europe, the focus was put on the role of local authorities. The keynote speech on the Turkish point of view was made by Tijen IGCI of the Foreign Ministry.

In the Second Session, which was moderated by Sinan CETIZ, Secretary General of TRAKYAKENT, examples of good practice were presented. Mr Ivan VARLYAKOV, Secretary General of the Bulgarian Regional Municipalities Association of Thrace “RAM TRAKIA”, Emin HALEBAK, Mayor of Lüleburgaz , Mr Ahmet DURGUN, Mayor of Alpullu and Mr Miguel Angel CRESPO, in charge of Cross-border Cooperation at the Government of the Basque Country, presented good examples of cooperation. In this framework, Mr Crespo explained the multi-level cross-border cooperation between the Basque Country (ES) and the Region of Aquitaine (FR, click here for the video) .

Session III was moderated by the 1st Vice-President of the AEBR, Ms Ann-Sofi BACKGREN. On-going initiatives, aiming to serve as pilot projects or networks to be extended to other European areas, were presented and discussed. Speakers in this session were Mr Esko LOTVONEN, County Governor from Finnish Lapland, presenting the Finnish region of Lapland as well as the activities of the NEEBOR network (click here for video: http://www.youtube.com/watch?v=SttwA9l73lQ&feature=relmfu) , Ms Mehtap Cihan Miçonunoğlu Akkuş, Municipal Association of East West Thrace TRAKYAKENT (TR) (video: http://www.youtube.com/watch?v=-YCyyx-RjaI&feature=relmfu) , and Mr Johannes MOISIO from the Region of South Karelia (FIN) , Chairman of the AEBR Task Force “External Borders”, who presented the activities of the TFEB and the planned Youth Forum of AEBR (video: http://www.youtube.com/watch?v=71G7acDBXrE).

This session was followed by final Conclusions and the Closing of the Forum.

In the evening a Gala Dinner was organized for the participants.
