“EU-Latin America cooperation on cross-border cooperation in the framework of Regional Policy”, third study visit implemented from 19 April to 5 May 2013:

From 19 April to 5 May 2013, 14 Latin American experts and politicians from the border areas of Colombia, Ecuador, Peru and Bolivia visited the Spanish-French and the German-Polish border areas to exchange experiences and to transfer know-how.

 

AEBR held a study visit program (the third of a series of four Study Visits) for Latin American officials from border regions within the Andean Community to Europe, so that they could learn about several European border region models. Fourteen representatives came from Columbia, Ecuador, Peru and Bolivia for two weeks at the end of April and beginning of May, travelling to Bilbao, San Sebastian, Hendaye, Barcelona, Puigcerdá, Perpignan, Berlin, Stettin, Dresden, Frankfurt Oder and Brussels. In the Basque Country and Aquitaine they knew about several models of cross-border organization and projects related to innovation, urban development, sustainable agriculture, renewable energies, university cooperation, etc., and met with politicians, managers and practitioners. In Catalonia and Languedoc-Roussillon they visited authorities, met with experts and visited some interesting projects as the Cross-Border  Hospital in Cerdanya.

In Berlin they learned about the former East/West border and how the city was rebuilt before and after German reunification, as well as about the political significance and organization of the German-Polish border regions. They also visited Stettin and the Pomerania region, went to Frankfurt Oder to discuss about the Frankfurt Oder/Slubice Interreg project and the importance of CBC for the development of Berlin-Brandenburg. Last but not least, they drove to Dresden, where they attained knowledge concerning CBC in Saxony, culture routes, high tide protection projects and improvements of transport connections with the neighbouring border cities in Poland and in the Czech Republic. AEBR considers this project of exchange a success and looks forward to welcoming a new group, who will initiate the fourth Study Visit in the BENELUX, some Rhine euroregions and Galicia-Norte at the end of May.
