The European Parliament and the Council agree on the revision of the EGTC Regulation 

Mr Joachim Zeller
 (DE/EPP), rapporteur in the European Parliament about the EGTC Regulation, announced in the Committee REGI that the co-legislators have reached an agreement on the revision of the EGTC Regulation. 

At the beginning, the Council had objections about important proposals of the Commission like the tacit approval of new EGTCs after 6 months or the provisions concerning the staff. Finally an agreement has been reached in these aspects. 

The role of the CoR has been of unprecedented importance, serving as link between the stakeholders (the EGTCs and other local and regional authorities) and the co-legislators. The European Commission included in its proposal different provisions that gave an answer to the requests made by the CoR in the opinion ofMr Núñez Feijóo (ES/EPP) and later the rapporteur in the European Parliament included all the amendments made by the CoR in the opinion of Mr Michel Delebarre (FR/PES).

OPEN DAYS - Workshop on 'The EGTC and the Single Market' – Interested in being a speaker? 
The workshop of the EGTC Platform during the Open Days will be held on Wednesday 9 October, chaired by Mr Herwig Van Staa (AT/EPP) President of the Parliament of Tirol and coordinator of the EGTC Platform.  
The workshop will be integrated in the action 'The EGTC beyond cohesion policy' and will deal on the Single Market. Representatives of EGTCs implementing actions related to the Single Market (e.g. public procurement, free movement, public administration, public services, etc.) are invited to express their interest to participate as speakers. 
The workshop of the EGTC Platform will be preceded by another workshop organized by the MOT and the CECICN dealing with cross-border cooperation (in a broader sense) and the Single Market. Both workshops will be followed by a joint networking session.

13 June  - Workshop on Urban Mobility 
The Committee of the Regions, in collaboration with the European Commission's Directorate General for Mobility and Transport, is organising a workshop for local and regional authorities on 13th June 2013.  
The workshop will be devoted to the future Urban Mobility Package to be adopted this year. In particular, focus will be placed on Sustainable Urban Mobility Plans, Access Restriction Schemes and City Logistics.  
The workshop is framed under the activities carried out for the preparation of the impact assessment accompanying the future proposal. The European Commission in cooperation with the CoR will present and discuss the main findings of studies and consultations carried out so far in this context.

8-9 July – Meeting of the Commission CIVEX and Seminar on 'Local Democracy and Good Governance' in Bolzano/Bozen 
The  Commission CIVEX will meet in Bozen/Bolzano (Italy) next 8-9 July at the invitation of Mr Luis Durnwalder (IT/EPP) and Mr Herwig Van Staa (AT/EPP). The meeting will be followed by a seminar on 'Multilevel governance in practice at local and regional level – decentralised policy strategies in the European Year of Citizens'.  
The seminar will give special consideration to existing forms of regional and local decentralised cooperation like EGTCs or macroregions, focusing also on citizen participation measures in the EGTCs, among other topics.  
The event will be hosted by the EGTC 'Europaregion Tirol-Südtirol-Trentino / Euregio Tirolo-Alto Adige-Trentino'.

CoR consultations – Provide your input 
You may have access to the calendar of stakeholders' consultations of the Committee of the Regions here.  
Among the topics interesting for EGTCs and cross-border operators, we find specially interesting the consultation on Integrated Maritime and Coastal Management. It would be interesting to explain the current achievements made by the EGTCs located in the coast (Galicia-Norte de Portugal, West Vlaanderen / Flandre – Dunkerque – Côte d'Opale, Parc Marin International Bouches de Bonifacio…) and also to highlight the role of the EGTCs in this area. Short and concise contributions are welcome at egtc@cor.europa.eu.

Study 'EGTC Monitoring Report 2012'  
The complete version of the study 'EGTC Monitoring Report 2012' is available in the section of Publications of the EGTC portal www.cor.europa.eu/egtc. The primary findings were presented during the meeting of the Platform on 25 February 2013, and the final version was distributed to the CoR Members.  
The report contains a chart with an aggregate picture of the activities implemented by each of the Groupings, and also detailed tables that allow  knowing which EGTC are currently involved in health policy, transport, employment, culture and others, including the flagship initiatives of the Strategy Europe 2020.

Annual report of the EGTC Platform and action plan 2013
 
Mr Herwig Van Staa, political coordinator of the EGTC Platform, presented to the CoR Bureau the activity report of 2012 and the action plan for 2013, including the launching of an award for the EGTC to recognise and give visibility to the best practice of an EGTC related to the creation of growth and jobs in Europe (Europe 2020 Strategy).
