East Border Region Committee

14 June 2013 - AEBR Executive Committee Meeting in Trim, Co. Meath, East Border Region:


On invitation of the East Border Region, 37 representatives of European Border and Cross-Border Regions met on 14th June 2013 from 09:00 to 13:00 in the Knightsbrook Hotel in Trim, County Meath, Ireland.  

The 1st Vice-President of the AEBR, Ms Ann-Sofi Backgren, and Ms Pamela Arthurs, Executive Director of the East Border Region, opened the meeting and welcomed the participants in Ireland. For the first time in the meeting participated two representatives of the COMET Interreg Partnership, an organisation based in Northern Ireland working within the Interreg Programme 2007-2013. On the occasion of the meeting in Trim, COMET Interreg Partnership joined the AEBR as new full member of the association.

After the approval of the minutes of the meeting held in Santiago de Compostela in March 2013, the Secretary General opened a discussion on the future territorial cooperation 2014-2020. Main focus in the discussion was placed on the “people-to-people”-projects (small projects) that make in many border areas an important contribution to the success of cross-border cooperation. In order to underline the importance of “people-to-people”-projects the AEBR elaborated in April 2013 a working paper that was discussed with the Director General of DG REGIO, Walter Deffaa and was forwarded to the European Commission, the European Parliament and the Committee of the Regions.  

The Secretary General presented a brief information on finalized projects (DG Employment’s on CB Labour Market) and on-going projects (DG Regio’s Central America, Latin America III and West Africa). Especially with regard to the labour market project, it was emphasised that additional actions focusing on this topic would be absolutely needed. A stakeholders’ consultation was held at the CoR last March to get further input for a CoR’s own initiative of AEBR President Karl-Heinz Lambertz (rapporteur) that should be adopted by the CoR on the occasion of the next plenary session on 3rd July.

Martín Guillermo Ramírez, Secretary General of AEBR presented briefly the programme of the next General Assembly and Annual Conference that will take place on invitation of the Euregio Meuse-Rhine in Liège on 7-8 November 2013. With regard to the AEBR General Assembly and Annual Conference 2014, the place was already confirmed. On invitation of the Association of the Carpathian Euroregion Poland the General Assembly and Annual Conference 2014 will take place in Rzeszów.  

Towards the end of the meeting, the AEBR Task Forces were given the opportunity to present their activities, especially the workshop of TF Culture that took place last April as well as the AEBR Youth Summer Forum 2013, organised by the TF External Borders in cooperation with this year’s host Euroregion Nestos Mesta. Information was provided also on the Task Force CB Health that will re-launch its activities under the chairmanship of the EUREGIO working closely together with the Euregio Meuse-Rhine.  

Last but not least, a project concept “Smart TV for CB marketing and communication” was presented by Mr Sven Henrik Häseker.
