Results and main decisions of the AEBR Executive Committee meeting on 21 October 2010 in Dundalk, East Border Region (Republic of Ireland/Northern Ireland)

The Executive Committee meeting started at 09.00h, prior to the General Assembly.

Karl-Heinz Lambertz, President of the AEBR, and John V. Farrelly, Chairman of East Border Region, opened the meeting and welcomed the participants.

ITEM 3 concerned the preparation of the General Assembly. Frans Willeme, AEBR Treasurer, and AEBR Secretary General Martín Guillermo Ramírez updated the Executive Committee members on proposals to ratify and to exclude members. Furthermore, they also briefly reported about organisational and financial aspects of AEBR.

Dr. Reinhold Kolck (Ems Dollart) was proposed to be elected as Vice-Chairman of the AEBR Advisory Committee (this proposal was later ratified by the General Assembly).

On item 4 “Preparation of the Annual Conference”, Martín Guillermo Ramírez informed about the latest changes in the programme. As agreed, Thursday afternoon (21 October 2010) was devoted to the Case of the Host “East Border Region: CBC – A Key to Sustainable Development”.  The main topic of the Annual Conference, “Territorial Cohesion in a Post-Crisis Scenario. Contribution of Cross-border Cooperation” was scheduled for Friday, 22nd October 2010. The recent debates on the future territorial cohesion, the strategy for the EU in the coming years, the imminent publication of the Fifth Cohesion Report and the decisions on the Financial Perspectives of the EU set an uncertain scenario where main global challenges (financial crisis, climate and demographic changes and energy supply) add new obstacles for European border regions. Main aim of AEBR in this regard would be a discussion of this situation with European institutions and other stakeholders.

It was decided to wait for the speech of Commissioner Johannes Hahn and to adapt the draft Final Declaration (which is now available for download from the AEBR website) of the Annual Conference accordingly.

The meeting concluded with a small ceremony for two longstanding members of the AEBR Executive Committee: Frans Willeme, who was Treasurer of AEBR from 2002 to 2010, and Dr. Reinhold Kolck, Vice-President of AEBR from 2002 to 2010.
