SEMINAR ON SPATIAL PLANNING AND CROSS-BORDER COOPERATION FOR LOCAL AUTHORITIES :

Centre for Balkan of Association of European Border Region in cooperation with Central European Service for Cross-border Initiatives Balkans organised theSeminar on Spatial Planning and Cross-Border Cooperation for Local Authoritieson 7th of December 2015 in Novi Sad, Serbia. Seminar was supported by Ministry of Construction, Transport and Infrastructure of Republic of Serbia and Government of the Autonomous Province of Vojvodina.

At the opening of the Seminar welcoming speech were given by Dr Slobodan Puzović, Provincial Secretary for Urban Planning, Construction and Environmental Protection, MSc Đorđe Milić, Assistant Minister, Ministry of Construction, Transport and Infrastructure, Ms. Elisabetta Sartorel, Project Manager, Cross-Border Cooperation Programme, EU Delegation to Serbia, and Mr. Ervin Erős, Director of the Central European Service for Cross-Border Initiatives Balkans (CESCI Balkans).

Lecturers at the seminar were Mr. Martín Guillermo Ramírez, Secretary General of AEBR, Mr. Gyula Ocskay, Secretary General of CESCI, Mr. Ervin Erős, Director of CESCI Balkans, MScAna Nikolov, AEBR coordinator for Balkans, Dr Siniša Trkulja, Adviser in the Ministry of Construction, Transport and Infrastructure of the Government of the Republic of Serbia, MSc. Dragana Dunčić, Assistant Director, Urban and Spatial Planning Institute of Vojvodina i Dr. Tamara Zelenović Vasiljević, Independent Expert Associate, Urban and Spatial Planning Institute of Vojvodina. They had the presentation about following topics: Introduction into the cross-border cooperation; A brief history of the relations between cross-border cooperation and spatial planning; Introduction into the planning of cross-border cooperation; Planning of cross-border cooperation: strategic plans, spatial plans, urban plans and action plans; Financing the implementation of cross-border cooperation component of the spatial and urban plans (IPA and transnational programs); Participation of citizens and CSO’s in the development and implementation of strategic plans for cross-border cooperation; and Examples of good practices.

More than 120 participants, mainly representatives of local governments from Serbia, Montenegro and Bosnia & Herzegovina: mayors and deputy mayors, chiefs and employees at Urban and Spatial planning departments of the Municipalities and directors, employees of the Directorate for Planning and Constructions within the Municipalities, attended the Seminar.

Such a large number of participants and their active participation at the Seminar indicate that the spatial planning of cross-border cooperation is very relevant and important topic for the Balkan Region.

The conclusions of the seminar highlighted the three points: 1) that is necessary elaborate the territorial impact assessment of cross-border cooperation in the Region; 2) to analyse and evaluate the involvement of cross-border cooperation in spatial plans of municipalities and produce the recommendations for their improvementand 3) to carry out specialised seminars for local governments.
