17 May 2017: CoR COTER Commission discussed opinion on people-to-people and small scale projects in CBC programmes:


This meeting of the Commission for Territorial Cohesion Policy and EU Budget of the Committee of Regions dealt with several CoR own opinion proposals on low emission mobility, territorial classification and typologies, the reform of EU own resources within the next Multiannual Financial Framework post-2020, the future of the Connecting Europe Facility-Transport, and a presentation of the results of the Border Needs Study by DG Regio. But the main CoR opinion for border and cross-border regions which was discussed was the one on people-to-people and small scale projects in CBC programmes. The rapporteur of this opinion is Mr Pavel Branda, deputy mayor of Rádlo municipality (CZ) and Vice-President of the AEBR. The expert selected by Mr Branda to accompany in the elaboration of this opinion is the AEBR Secretary General. Other members of the AEBR have also made valuable contributions, and the text has been prepared taking into account different position papers on this topic elaborated by the AEBR, as well as the results of the survey on people-to-people projects (P2P) made last year in the framework of the AEBR Interreg Task Force. In the opinion you can find a collection of arguments in favour of this very special type of cross-border intervention, one of the closest EU actions directly related to the citizens living in border areas (more than one third of the whole EU population). There is also a definition of P2P and small-scale projects (SSP) and a series of policy recommendations regarding the added-value and benefits of P2P and SSP, the advantages of a decentralized management, the role of euroregions and similar cross-border structures, simplification as a prerequisite for successful implementation of small projects, the need to communicate results (evaluation) of Small Project Funds and some specific recommendations for future CBC programmes after 2020.
