The Committee of the Regions is drafting an opinion based on the attached communication from the European Commission on "Rethinking education: Investing in skills for better socio-economic outcomes" COM (2012) 669 final. This document can also be found on the CoR website.

Skills are a huge motor to increase European Union's productivity and so shape the future labour market. It is an essential field to boost growth and competitiveness but also a way to integrate people, and especially the younger, into society. Indeed the broad mission of education encompasses objectives such as active citizenship, personal development and well being. Therefore it is significant to reduce early school leaving and to improve the matches between education or training systems and necessary knowledge for employability.

To stimulate the concentration of higher level skills in the EU and so reach the target of a modern knowledge-based economy the scope and pace of reforms needs to be scaled up. The European Commission's communication covers four areas in which a special focus is made to combating youth unemployment and developing entrepreneurial skills. If the Member States are directly involved and urged to take actions concerning the education policies, the local and regional authorities are in charge of their implementations and therefore have a concrete view of the difficulties encountered. This consultation will allow you to transmit your ideas to the Rapporteur.

The Rapporteur on the Opinion, Ms. Fiona O'LOUGHLIN (IE/ALDE), Member of the EDUC Commission of the CoR, of the Kildare County Council and Mid-East Regional Authority, together with her expert Mr. Peter HUSSEY would be happy to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on this opinion.

The Rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, you will be invited to contribute your views on the topic from your organisation's perspective. The meeting will be held in English with no interpretation. Please note that the mother tongue of the rapporteur is English.
