MAKING THE INTERNAL ENERGY MARKET WORK – stakeholders' consultation at the CoR

The Committee of the Regions is drafting an opinion based on the communication from the European Commission on "Making the internal energy market work" COM(2012) 663 final. In its communication, the EC proposes several policy measures to step up to the challenge for which the Committee of the Regions (CoR) has been asked to provide an advice.

To achieve the integrated energy market by 2014, it needs to become more integrated, competitive and flexible. Achieving the full integration of Europe's energy networks and systems and opening up energy markets further are essential in making the transition to a low-carbon economy and to secure supplies at the lowest possible cost.

To open up markets and create a level playing field, the EC looks to actively enforce the 3rd energy package, auspices a central role for regulators and competition agencies and empowers consumers to shape the internal energy market in the areas of pricing, efficiency and own production. As a result, a discussion on possible infringement procedures, small-scale production, grid infrastructure development in peripheral regions, regional partnerships, cost-reductions, energy efficiency best practices and whether and how should small-scale energy production be promoted by local/regional governments or even at EU level, becomes particularly relevant.

In the context of the EU2020 agenda and Roadmap 2050, discussion is needed on investments in regional or even local networks and whether they should be considered as a useful addition to the current large-scale investment schemes, as well as the roles of R&D, innovation, ICT cooperation, development of standards and ''rules of play'' at European level, means of financing and the roles of local/regional governments.

In this context, the Rapporteur on the Opinion, Mr. Piet DE VEY MESTDAGH (NL/ALDE), Member of the ENVE Commission of the CoR and Member of the Executive Council of the Province of Groningen, together with his expert Mr. Sander KOOIJMAN would be happy to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views in the preparation of this opinion.

The Rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, you will be invited to contribute your views on the Rapporteur's working document that you will receive upon registration or via the CoR website. The meeting will be held in English with simultaneous interpretation allowing you to speak in Dutch, English and French, while listening in Dutch and English. Please note that the mother language of the rapporteur is Dutch.
