II AEBR Forum on "R&D and Innovation in European Cross-Border Areas", 5 and 6 April 2011, Vigo (Galicia):

The II FORUM “R & D AND INNOVATION IN CROSS-BORDER AREAS”, held in Vigo, Galicia/Spain on  5th and 6th April 2011, attracted more than 80 participants from different European Institutions, border regions, universities, and the economic sector.

 In the opening session on Tuesday, 5 April, Martín Guillermo Ramírez, Secretary General of AEBR, Ana Teresa Lehman, Vice-president of the Regional Coordination and Development Commission, Norte Region (PT) (speech available for download), and Alfonso Rueda Valenzuela, Regional Minister of the Presidency, Public Administration and Justice, Xunta de Galicia (ES), welcomed the participants to the II edition of the forum on R&D and Innovation in cross-border areas.

The cross-border region Galicia-Norte is an authentic laboratory for CBC, being Galicia the first Iberian region joining the AEBR in 1986.

The first session dealt with Opportunities for CB Regions on R & D and Innovation. Moderated by Jesús Gamallo Aller, Director General for External Relations and the EU, Xunta de Galicia (ES), representatives of European Commission, Committee of the Regions, and of the host region Galicia presented their views in this regard.

José Antonio Ruiz de Casas, DG REGIO, European Commission, delivered the 1st keynote speech on the European Commission support to innovation and innovative practices, highlighting different possibilities for Local and Regional Authorities and more specifically for cross-border structures. He also explained the Smart Specialization Strategies and other European references, in particular the messages included in the Strategy EU 2020.  

The 2nd keynote speech on EGTCs and Research: exploring possibilities was given byElisa Boelman, EDUC Commission, Committee of the Regions. This presentation is available for download.

Ricardo Capilla, Director General R&D and Innovation, Xunta de Galicia (ES), presented in the 3rd keynote speech The Case of Galicia-Norte, and explained different measures to promote research and innovation for growth, and to look for talent. He stressed that “the risk is not to innovate”.

Session 1 was followed by a Colloquium, in which the participants had the chance to exchange with the panellist about procedures and instruments to promote innovation in border regions, the need to use proper indicators to measure performance, and the territorial dimension of innovation.

The second session dealt with on-going initiatives, which are aimed to serve as pilot projects or networks to be extended to other European areas, and was moderated by Nuno Almeida, Strategic Cooperation Unit, Regional Coordination and Development Commission, Norte Region (PT).

Two round tables dealt with examples from different border regions.

During Round Table 1,  Manuel Antonio Varela Rey, Director General for Innovation and Health Policy Management, Regional Ministry of Health, Xunta de Galicia (ES), presented the  Innovation platforms for health sector.

Thomas Stumm, member of the AEBR Advisory Committee, informed about theProject Prometeus (NW Europe): Promoting a more balanced territorial development of the knowledge economy through further enhancing and better linking cross-border R&D/innovation potentials in a transnational perspective (available for download).

The Project E-Clic (North Sea): European Collaborative Innovation Centres for broadband media services, was presented by  Paul Nemes, Värmland (SE), and is also available for download.

Manuel Martín Bellido, Director, Extremadura Institute of Agro-alimentary Technology (INTAEX), Junta de Extremadura (ES) spoke about the Project RITECA: Extremadura-Centro-Alentejo Cross-Border Research Network (available for download).

During the second Round Table, Anne Thevenet, Vice-Director of the Euro-Institut Kehl (DE), presented “A European Network of Euro-Instituts for Cross-Border Cooperation” (available for download).

Maria José Silva, Beira Interior University (PT), informed about the Project INESPO: University-Enterprise Knowledge Transfer Network between Castilla y León and the Centro Region (available for download).

“The Educational Campus as a conceptual tool for Border Regions” was the motto of the presentation of  Pablo Campos, CEU San Pablo (ES), (available for download).

In the third session, examples of good practices were presented. Moderated by Martín Guillermo Ramírez, Secretary General of the AEBR, 4 speakers presented their special projects:

The “Place-based approach” programme to promote competitiveness of the Pomurje Region 2010-2015 was presented by Juij Kobal from Slovenia (presentation available for download).

Via online video-conference, Dr. Frank Hoffmann, IGN-SN ICB Innovation Network for Euroregional Training, Development and Knowledge-Transfer, informed aboutX-border-SDI/GDI & AEBR - The INSPIRE Directive 2007/2/EC: Challenges and Opportunities for European Border Regions  (presentation available for download).

With the presentation of the connectivity tool of the University of Riga, a completely new online communication / video-conference tool was introduced by Frank Hoffmann as well.

A special presentation hightlighted “The successful case of the university-government cooperation for the Brazilian-Uruguayan border”. Antonio Cesar Gonçalves Borges, Rector of the Federal University of Pelotas (Rio Grande do Sul, Brazil), reported about the special case of cooperation in Latin America (speech available for download).

During the colloquium, which followed session 3, the participants actively discussed about the special case of Slovenia, with a knowledge transfer from the center to the periphery, and about the financial relationship of EGTCs with the regional and the national levels.

The fourth session focused on Permanent Structures of cooperation.

Moderated by José Norberto Uzal Tresandí, Director General of Local Administration of the  Xunta de Galicia (ES), three cooperation structures on the Iberian Peninsula were presented.

Elvira Pacheco Vieira, Director of the EGTC Galicia-Norte (PT), gave a Presentation of the EGTC Galicia-Norte.

RESOE: a Regional Macroregion in SW Europe, was presented by Nuno Almeida, Norte Region, PT (presentation available for download). 

Xoan Vázquez Mao, Secretary General of RIET (ES), informed about RIET: Iberian Network of Cross-Border Institutions.

Martín Guillermo Ramírez, Secretary General of the AEBR, and Jesús Gamallo Aller, Director General for External Relations and the EU, Xunta de Galicia (ES), summarised the results of the forum and closed the meeting.

 

On 6th April, the participants of the forum had the chance to join a study visit to the City of Culture in Santiago de Compostela (http://es.wikipedia.org/wiki/Ciudad_de_la_Cultura_de_Galicia).

Due to the high success of the event, the hosting region Xunta de Galicia agreed with AEBR to organise a III Forum “R&D and Innovation in cross-border areas” in spring 2013.
