b-Solutions 2nd Call is now Open! New Opportunities until 15 March 2019:


AEBR manages since December 2017 the b-solutions project, an initiative promoted by the European Commission’s Directorate-General for Regional and Urban Policy (DG REGIO) which is aimed at tackling legal and administrative obstacles to cross-border cooperation (CBC). In the first year of implementation, AEBR and DG REGIO have identified 10 projects which present an obstacle of a legal or administrative nature that hinders cooperation with the neighbouring regions. This second implementation year will not only see the development of these selected projects, but also a second call will capture a wider perspective on CBC practices and challenges in the European Union. With the new call, AEBR and DG REGIO will identify and document further cases of legal or administrative obstacles thwarting the implementation of projects with neighbouring local and regional authorities. To help foster collaboration in border regions and cities, successful candidates will be specially supported. They will be assigned the support of an expert in cross-border issues, who will provide advice on how to better explain and overcome the identified obstacle. The aim is to define and document the identified obstacle so to be able to remove, modify or suspend those provisions which are causing the obstacle, preventing cooperation from succeed, and to find innovative approaches to cross-border policy-making.

Within the new call, 35 applicants will be attributed expert support to analyse identified obstacles and outline a legal framework to envisage possible solutions.
Participants will receive consulting services, will be able to foster their projects of cooperation and share them with the neighbouring region, and will contribute to forge policy recommendations for European integration.

Public bodies governing at the local, regional or national level can participate in the call, as well as cross-border entities with legal personality, also if they are not public bodies (EGTCs, Euroregions and similar CB structures). The applicant can involve a co-applicant from the other side(s) of the border, but this is not a prerequisite.

The call will be open until 15 March 2019, and the implementation of the projects under the second call will span for 4 months, approximately from late March 2019 to the end of July 2019.

Lessons learned and policy recommendations from both calls will be utilised to create greater knowledge on cross-border cooperation: the ultimate goal of b-solutions is to contribute to European integration providing the best environment and tools to CBC practitioners. All border regions are welcome to participate: the more examples of obstacles to territorial integration are mentioned, the more powerful the change for better future cooperation can be. With b-solutions, AEBR and DG REGIO are paving the way for innovative policies to foster a more and better connected European Union.
