Follow-up on the Manifesto for youth engagement in cooperation policy

In October 2020, DG REGIO published the “Manifesto for Young People by Young People to Shape the European Cooperation Policy” which is the result of a democratic and bottom-up process to involve young people in shaping the future of EU Cohesion policy, especially of Interreg and the Macro-Regional Strategies.


Currently in its dissemination phase, DG REGIO coordinates and facilitates interactions between many stakeholders who are invited to inform about the Manifesto and follow its recommendations. Regular meetings involving key stakeholders such as colleagues of DG REGIO, young people and other actors engaged in increasing the participation of youth in policy-making processes are organised every two months. Here participants exchange relevant information, stay updated about the development of the Manifesto and create synergies to reach out to decision makers at EU, national, regional and local level, and to designate multipliers.


At the last meeting, a few initiatives were shared for participants to follow and utilise:

  • the toolkit Youth for a just transition, which offer both arguments and guidelines to involve meaningfully youth in transition/policy-making;
  • the European Climate Pact launched by the European Commission, inviting people, communities and organisations to participate in climate action;
  • various actions by DG ENV involving citizens: Pollinators Park and Hive, the Global coalition “#UnitedforBiodiversity”. Many more initiatives are in the pipeline.


Many young people have started developing ideas and actions to express a voice shaping the priorities of Territorial Cooperation, and their results in making Interreg a more just participatory process will be seen in the next months.
